With the economic globalization and rapid development of science and technology, the companies are facing intense competition in the market. In order to make companies have healthy and sustainable development, efficient information management is Indispensable. There are several confusion problems of public vehicles management and private use of public vehicles for long time. For this reason we propose public vehicles management platform which is practical, efficient and intelligent scheduling. The whole system is easy to operate and very efficient at public vehicles management. It could reduce the management costs; enhance the market competitiveness of the companies.This paper describes system requirements analysis, system design and implementation, etc. In the section of system requirements analysis, we analysis the system three angles which are vehicle applicant, vehicle dispatcher and vehicle controller. For the vehicle applicant, the system has user-friendly interface and simple operation. It contains functions like vehicle search, vehicle application, and vehicle confirmation. For the vehicle dispatcher, the system provides a schedule form which is easy to dispatch vehicle and a series of operation process. It contains function like vehicle info search, vehicle state search, vehicle scheduling, statistics, and etc. For the vehicle controller, the system provides management form and it contains functions like vehicle info management, driver management, vehicle access garage, vehicle calendar, and etc.In the section of system design, we divide the whole vehicle platform into several modules : Vehicle equipment information system; Vehicle dynamic information system; Vehicle maintenance information system; Vehicle application management system; Authority management system; Statistics system.1. In vehicle equipment information system, users can query, add, modify, and delete all the information of vehicle and vehicle-related equipment. This module can completely replaced the traditional paper record mode, reflects the concept of green office.2. In Vehicle Dynamic information system, users can track the vehicle location, intelligent control the garage access. It is an efficient provision of monitoring the vehicle accessing.3. The vehicle maintenance information system includes the management of vehicle repair and maintenance information, consumption information of equipment and fuel, and decommissioning and transfer record.4. In vehicle application management system, applicants must be logged in the apply page to provide detailed information of the application. After approval the user could get the vehicle access. It eliminates the possibility of vehicle application without permission.5. Authority management system has functions like the role management, department permissions management, roles permissions management, modules permissions settings, user password changes, user management.6. Statistics system is the ultimate expression of public vehicle information management. System. All the information will be presented to superiors and management department in the form of statistical reports. Through accurate and real time statistical reports, it could find out the problem of public vehicle management in time. It has significant positive meanings to the public vehicle management.According to the characteristics of the management platform the whole system is divided into the interfacial layer, logic layer terminal, remote interface layer, the background logic layer and database access layer. In the system implementation, using a standard WCFService remote interface, which for the future of the system with external docking system offers the possibility to improve the system’s scalability. Most of the time-consuming logic in a remote call to reduce the calculation of mobile terminals, it could reduce the complexity of system maintenance in the future. The system provides simple operation for users at all levels, in line with the overall design goals, and completed all the expected features.
