As one of the most important aspects of the various industries in the whole society, wireless communication has gradually influenced people’s ways of living and working. In the past several decades, communication industry has focused on building a global mobile network of seamless coverage and high quality to meet people’s requirement of enjoying high-speed and convenient mobile network services anytime and anywhere. Nowadays, with green environmental protection and energy-saving becoming the major concerns worldwide, energy saving of wireless cellular network has gained more and more attention.There exists various forms of energy-saving methods, such as the distributed antenna system, the relay node network, the use of coordinated multi-point transmission mode, and a dynamic control strategy on base stations in current wireless cellular networks. In this paper, with a mixed type of user downlink demand and energy efficiency indicator as a measure criteria for wireless cellular network, the research focuses on base stations and relay switch on/off selection strategy.First, this paper introduces the existing methods of wireless cellular networks to achieve green communication and summarizes the indicators measuring energy efficiency. Then it leads to energy efficiency indicators used in this paper: the throughput bearer of energy consumption per unit. According to whether there are deployed in wireless relay nodes, the system model in this paper would be divided into two parts: two layer network structure of base-user and three layer structure of base-relay-user. We only consider the downlink business needs which could be divided into constant bit rate and variable bit rate services business. At the same time the resource request of constant bit rate should be met first. We assume that the arrival process of downlink business needs is a Poisson process, using two different approaches to establish base-user, base-relay-user relationship and to allocate bandwidth resource. We calculate the sum of the throughput and energy consumption to achieve system energy efficiency indicators based on time slot. The improved genetic algorithm is adopted, combining with the specific situation, to find the optimization in an iterative way. Experimental results show that compared to not taking any network switch on/off selection strategy, the model selection strategy based on energy efficiency guidelines adopted by the base station and the relay can effectively save energy and improve the energy efficiency of the system.
