City distribution is closely related to demand of production and life. And it is the basis that guarantees the normal operation of city economy. However, with the rapidly increasing vehicles, city traffic jam and environment is more and more serious. In order to control the number of trucks to ease the traffic pressure, trucks traffic restriction policy has been implemented in many cities. The policy has positive effects on relieving the traffic pressure and has also negative effects on city distribution. The policy can increase the distribution cost and induce illegal driving behavior, influencing the development of enterprises. The implementation of the policy has advantages and disadvantages. Its comprehensive implementation effect needs to further research and analysis. It is very important for improving the policy to study on its implementation effect. How to effectively solve the contradiction between the restriction policy and city distribution has become an important problem to be solved urgently for the sustainable development of city logistics.This paper analyses the policy effect on trucks group behavior change and studies the dynamic mechanism of group behavior from the perspective of the implementation effect of policy. Based on the analysis of the individual complex adaptability, restriction policy event, individual property and trucks group behavior, study on the policy effect, group property and behavior feature. The paper built a city distribution system model based on Agent using Anylogic software to simulate the model, finding the rules from microscopic trucks individuals behavior to macroscopic group behavior, improving the restriction policy. The simulation shows that, distribution by legal way cannot meet the demand,inducing traffic illegal driving. Restriction of passport is not sole cause to produce illegal trucks, needing other measures to solve the trucks traffic problem. In the long term,increasing fines has better effect for reducing illegal trucks than strengthen supervision frequency. To adjust the structure of enterprises in the freight market, intensive management is conducive to healthy operation of city distribution system, and promotes the sustainable development of city logistics.
