With the development of society, the city scale is expanding constantly while traffic network becomes more and more complex. The crime presents new features of short term, direct and speediness. To meet the strong needs from alarm people of quick response of police service and instant arrivel required by Rules of Public Security 110 Alarm Service, which target is arriveling downtown side within 5min, suburban site within 10 min and rural area as fast as possible, we have studied the following work.Fist, in this work, we planed to optimise the traditional reaction mechanism following first telephone alarm, then manually arranging of police force based on local site rules and overcome several main limits. The detail of the limits are:(a) time lag, passive and slow response;(b) uneven distribution, low efficency of police force or accident;(c) simple mode for information trasmission and case statement, difficult to verify and resouce wasted;(d) Manually arranging only transferred the alarm and alarm address, the police should find the alarm’s field by experience, cannot avoid a sudden accident delaying the alarm.Based on the above reasons, the thesis fully considered the alarm receive and police dispatch system influenced by dynamical and real- time changing traffic and maximizely ultimize the data shared between the three public security departments: security, fire, and traffic police. We planed to build up a PGIS-based alarm receiving and police dispatching integrated system in command center. The system integrates multiple shortest path algorithms for the best one to optimize police dispatching in the large-scale road network. It follows three principles which are finding the nearest police, the fastest arriving police and the fastest path to the crime field.Secondly, this work focused on design and realization of the three key techniques to achieve rapid police dispatching under the police alarm receiving and police dispatching integrated system. On the premise that we dipatched police force according to the alarm average frequency, firstly, ultilizing Redis Memory Database Tec hnology to solve the problems of reading and caching geographic information from PGIS and real-time traffic information. The technology increases spatial information reading speed during alarm receiving stage. Secondly, use adaptive selection mechanism of the shortest path algorithm for optimal path routing, to meet the different time and location alarms’ requirements of the routing path and different accuracy requirements. The aim is to provide the best reference path for police and save the police’s arriving time. Finally, the design adopts the alarm level priority queuing to rout path for serious alarm priority. At the same time, avoid long leading time of handling alarms. The design solves the problem of reasonable police dispatching order.Last, under strict experimental testing and practical application, PGIS based alarm receiving and police dispatching integrated system is indeed able to increase reaction speed and handling time and provide more convenient, comprehensive, timely public service to the citizen. The system played an important and strategic role in dealing with other kinds of emergency or major disaster accident.
