With the rapid development of a variety of mobile communication technology, the integration of heterogeneous networks will become the main trend of development of mobile communication networks in the future. It takes full advantage of the complementary strengths between heterogeneous networks, provides a wealth of business applications and the best service experience for users, and will bring a broad market prospect and huge market potential for operator’s network deployment and operations.The key in the heterogeneous network lies in that we should make joint management of different access networks, share spectrum resources among radio access network, thereby increasing spectrum efficiency, and improve the system throughput. There are several multiple access technologies in heterogeneous networks, where OFDMA(Orthogonal Frequency Division Multiple Access) technology is widely used in major wireless network(LTE, Wimax, etc.), The heterogeneous network resources based on OFDMA is easier to make joint management because of the underlying frequency resources are constitute of OFDMA blocks.A joint resource allocation algorithm has been proposed to solve the problem of the proportional fairness and the system efficiency in multi-radio systems based on OFDMA. The algorithm not only optimizes the system throughput under the fairness constraint, but also considers that the allocated bandwidth should be integer times of the subchannel bandwidth. And the bandwidth allocated to each terminal is adjusted according to this consideration. The performance of the proposed algorithm is evaluated by simulations in terms of the system throughput and fairness.
