With the rapid development of mobile communication technology, a variety of wireless access networks begin to provide service for people. Many kinds of communication technology coexist in order to make full use of all the advantages and meet the diversity of users’ requirements. The wireless communication network in the future must be wireless heterogeneous networks with variety of wireless access technology coexist and its core network should be IP net. Due to the traditional horizontal handoff algorithm cannot reflects the differences of different networks in the heterogeneous network adequately, in order to provide users with good seamless roaming service in the heterogeneous network environment, people need to focus on the study of vertical handoff algorithm.Firstly this paper reviews the development history of mobile communication technology and discusses development trend in the future. Then the multi-attribute vertical handoff algorithm based on motion trend is proposed after the analysis of the traditional vertical handoff algorithm. Firstly, according to the user speed parameters on the influence of the trend of mobile terminals, a multi-attribute vertical handoff algorithm based on speed perception is proposed. The algorithm tries to infer the residence time with the help of decomposition of users’ velocity and the distance between terminals and base station. Before calculating the residence time, the motion trajectory of terminals is analyzed according to the relationship of the distances. The cells are classified into regions according to the characteristics of the different regions of the base station when calculating the residence time. By using the residence time parameter to design the multiple attribute decision making algorithms, the handoff performance is optimized and the Ping-Pong effect is reduced.Finally multi-attribute vertical handoff algorithm based on motion region is introduced. Users’ motion status is predicted using the gauss- markov model, then the multi-attribute vertical handoff algorithm based on motion region is proposed in combination with region classification scheme. The handoff algorithm is optimized by knocking out the unqualified base stations and taking the cover ratio as indictor. Simulation result shows that the proposed algorithm can reduce the failure rate of handoff and Guarantee a better user experience.
