| Dalian Zhongshan District Public Administration Service Center is mainly in charge of 71 projects, including administrative licensing, approving and servcing, for 17 departments. Being as the centralized place dealing with all kinds of Administrative examination and approval items and Public service items, the administrative management of the Center is of a great variety and great responsiblity. For years, there come many problems when the Center runs only by hand, such as poor coordinations, a great human factors, many errors,and inconvenient communications. Therefore, it is necessary to introduce the informationalized assistant means such that the work efficiency will be increased with the help of Public administration service management system(PASMS).This paper introduces the process of the design and implement of PASMS. Based on the popular B/S system, PASMS designs and implements a three-layer application software system, including the view layer, the Business Logic Layer and the data processing layer, where PASMS takes Java as the base platform, Eclipse as the development tool, MVC design model and Oraclel0 g as the background database, and the three layers seperate from each other. PASMS can assist the executives with the management of government affairs, documents, routine Business and authorities.In this paper, we first introduce the development of B/S structure based on Java. Then we describe in detail the process of the requirement analysis, design and data base of PASMS, illustrate the data stream, state the method to implement the main module, and show the final results. Finally, we give the principle and corresponding results of the test of PASMS.The sever of this system is Windows Server 2008. By tesing a lot, the results show that this system can meet the demand of Public administrative management service better in the utilitarian function and operating performance, which is of great applied value. |
