Through analyzing the research status and development background of video demand system, this paper gives the main business requirements to implement a VOD system based mainly on JSP technology. And through research of key tec hnologies, this paper gives a effective solution to design and implement a VOD system. This paper first analyses the demand for the VOD system, and divide th e whole system into five parts: system management, user management, multimedi a data management, playback controls and security mechanism. Every part has de tailed design and case analysis. All these parts complete the function of the VO D system. It also gives a technical architecture of the system, implements the m ain functions of the system designed in detail through the flow diagrams and cla ss diagrams, describes the implementation of the VOD system by page, makes a detailed description of key technologies used in the VOD system.The VOD system implements the main functions of video on demand, with an effective management to the information. All the five parts mentioned before are realized. System users can management the whole system, ordinary users logi ned can view or edit their authorized information, play videos and control the vi deos playback by video control functions. Department users can upload multimed ia, which can be marked as public or internal. The users can choose whether to encrypt the videos. Security mechanism part realize the user access control and the encrypted video playback control.The VOD system page style is concise and easy, which provides users with good experiences environment. In order to better use the system, system has be en set up for different users of different operating authority, convenient user ope rations, and ensure the security of information.
