According to the second national survey data, China currently has 85.02 million people with disabilities. This is a very large group, they not only need to meet the challenges of the information age like ordinary people, but also faces a more immediate problem of access to information: How to get rehabilitation information more effectively, which obtained not only from hospitals and rehabilitation centers, but also from Internet. But if you only rely on general search engines to get rehabilitation information, the information will be obtained with low relevance and professionalism, and rehabilitation information are too few in Chinese Internet, people need to find a way to get information from worldwide Internet. Under this background, we launch a study of the rehabilitation information search engine. The rehabilitation information search engine has three parts:online translation search engine, rehabilitation news search engine, rehabilitation facility map search engine. With online translation technology, the disabled can browse worldwide rehabilitation information using only Chinese. With rehabilitation facility map search technology, the disabled can get more information about rehabilitation facilities around them.In this article we propose a new document summarization algorithm based on spectral clustering, which is DSSC. The algorithm considers both the effect of the generalization and similarities with original search request. Experimental results on DUC datasets show DSSC has high performance. The rehabilitation information search engine can help the disabled get high-quality and professional rehabilitation information from various sources, help them have a better life in the big data era.
