Transportation network optimization is one of the most important branches in the comprehensive transportation planning area, as a result, transportation network optimization stands as an important method for the transportation authority decision reflection. In order to accomplish the optimization of a transportation network, it seems necessary to optimize each section to make the overall optimization.The complexity of regional transportation network optimization is well reflected by the various roads making up to the whole network, there are at least four kinds, expressway, national way, provincial and city level, what’s more, no one ever tried to consider the attitude of the policy-maker, like transportation planning and environment protection department, they care different fields but all of them can and should affect the transportation flow allocation in a way.The transportation network optimization problem in this paper refers to the transportation flow allocation optimization in the complex regional transportation network, with consideration of the policy-makers’ attitude, this paper proposes a bi-level planning model to get better transportation flow allocation with the assumption that the transportation network and the transportation flow are certain, in which the upper model is used to satisfy the policy-maker, and the lower model uses the flow allocation model to allocate the transportation flow considering the flow limit of each kind of road,. At last, numerical experiment is conducted to testify the feasibility and validity of the model and the method, the results seem quite well, which can be of significant importance for such transportation decisions.
