Video surveillance technology through video and audio to collect the data, and then transfer the gathered data information to signal processing server through data transmission link, and sent to the correspondence output terminal by the server processing. Video surveillance real time monitored and store monitoring results, convenient for investigation and evidence collection.Now the developing demand of the video surveillance technology is becoming more restrictive. Video surveillance demands controllable and high robustness, so as to upgrade the surveillance system. The current video surveillance system designed single, tube less, and lower utilization of surveillance video can not be timely and effective search and target tracking.The article specifics to singleton design of video surveillance system and low retrieval efficiency of the video, makes a deeply discussion and research. The main works are as follows:1. According to the advantages of network video surveillance system, and combining with multi-level network model, a method for mapping tree video surveillance system achieves multi-multi-level management system through video surveillance, and is designed to be a directory system code.2. In the video retrieval system design, the background picture of the video frame is determined at first based on background subtraction of video frames, and then by detecting the video histogram distance difference calculation to determine changes in the part of the video screen, and finally determined by the magnitude of the difference histogram distance target search results.3. We design a target tracking methods. This method is based on the speed and direction of target motion prediction, and determines the area of the target appears, convenient front-end video surveillance equipment for accurate and timely switching, enabling seamless.4. Implementation of video surveillance systems engineering, focused on the capture of video image and the transmission of video. Design of camera driver primarily used the Linux operating system with the driver, in the paper it firstly changed the configuration, and thencompiled the driver in the kernel; the design of image acquisition program is implemented by using Video Linux design. Video data transmission design is based on IPv4 UDP protocol. In the experiment, the video surveillance system has been realized, and on this basis, simulation experiments of the video retrieval system have done. Simulation results show that the proposed design of video surveillance system performance requirements, the proposed video retrieval method retrieves a high success rate, can effectively track the target, and has high effectiveness.Video surveillance system is equivalent to the eyes of the public security organs and has become a necessary weapons to ensure security and safeguard public interests, promote social stability and crack down on crime, and manage the social security. Video surveillance system is moving toward networking and information age, effective use of video surveillance system can greatly improve the social stability. In order to further promote the development of video surveillance technology, and serve better for the country and society, it needs not only the researchers conducted extensive research applications, but also countries and regions, as well as high-quality companies vigorously promote and support at all levels.
