The power industry is one of the energy industries as well as the mainstay of the national economy which can promote the development of society in a rapid way. In the process of electricity production, many important historical data has been accumulated which contains huge unknown but useful knowledge. Whether it is possible to use these data, dig out its value with electricity production, improve electric system production efficiency, predict electric problems and examine power equipment or not has already become a big challenge for modern industry. However, as for this, the constantly improving Data Mining and Knowledge Discovery in Database have provided theoretical basis for more solutions.The topic of this paper is a part of the special self-innovation of Shandong province(based on the power system information integration of cloud platform and its overall optimization of key technology research and application). The item number is 2012CX30302. Our project team undertakes the task of rules discovery and data modeling which starts from the analyzing of historical data and aims to find out related laws or regulations on such problems. That is to say according to data preprocessing and sequence calculation, classification number calculation, clustering and association rules, link chain and associated tree generation and FNT calculation etc, a set of general theory and methods on how to solve the concrete problems will be formed. In order to apply the theory to practical operation environment, at the same time to show the user results, after sufficient user research and demand analysis, we finally design and implement the rules and modeling system.This system uses B/S architecture Web and application development framework SSH(Struts, Spring, Hibernate) which are often employed by enterprises, integrate the MVC architecture to simplify the coding work and make it convenient for the software maintenance. In the process of research and development of the whole system, we constantly perfect requirements analysis, take the users’ real needs into consideration, in the meantime, design a detailed database so as to increase the security, independence and sharing of the system data. Based on the demand analysis and database design of the system, we divide each function module in detail to guarantee the independence and connection of each other. From the aspect of system coding, we adopt the object-oriented way of thinking and use a variety of design patterns to make sure "high cohesion and low coupling" of the code block as well as keep the system performance.
