With the development of science technology, mobile phone has become a necessary tool for people in society. Because of the growing quantity of guests and network, the requirement of communication quality is more important. In fact the random activities of guests, the uneven distribution of traffic and radio interference make user experience decrease. There are common network problems such as unclear voice, loss of signal, the call interrupt and echo. With the growing competition of mobile market, it is necessary to improve network quality for operators through network optimization, quality control and network evaluation.This paper is based on the project which was provided by Ericsson. The detailed design scheme combined the bidding documents and the actual demand of Ericsson. The system processes the data through decode arrangement, analysis and exhibition and provides a MR positioning application system based on GIS.The system was developed using Microsoft visual studio 2010. The system can be divided into three parts:data decode, data analysis and data exhibition. The background code was completed with C#. Data decode system can process MR, RPMO data. Data analysis includes location optimization algorithm, data segmentation based on Tyson polygon, parameter computation based on genetic algorithm. The exhibition section can be used on client and browser. The subsystem used on browser combines ExtJs and GoogleEarth. The subsystem used on client is based on.Net and Winform and exhibits the map through Map Windows technology. Data exhibition subsystem includes the following function:map load and save, map operation, draw location point, draw sector region of base station, draw polygon, neighborhood information exhibition.We used standard testing methods such as unit testing, functional testing, and simulating real environment testing to verify the system. There are testing document and testing result analysis for this system. This system has been deployed and tested in Ericsson before formal utilization. Our system has been working for one year in Beijing and Dalian. This system brings convenience to engineer in Ericsson.
