The information technology is work in progress. Due to the ever-increasing demand for bit rate to support higher resolution video, there is a requirement to develop video compression technologies which would provide significantly higher coding efficiency than the current generation. The Joint Collaborative Team on Video Coding (JCT-VC), a joint activity of ITU-T and ISO/IEC, was set up to solve the contradiction and a new generation of video coding standard, High Efficiency Video Coding (HEVC) has been published by this organization in the early 2013.Currently, most of video coding techniques which are widely used are adopting hybrid coding framework based on block and prediction. HEVC inherited the main idea of this framework. However, in the video encoding process, block and quantization processing will inevitably result in the loss of high frequency information and reduce the video quality. Therefore, in the newest high efficiency video coding standard, the Sample Adaptive Offset (SAO) technique is introduced to reduce sample distortion, thereby improving video quality.The main research work and the content of this article focus on the Sample Adaptive Offset algorithm and optimization techniques in High Efficient Video Coding. Firstly, the development of video compression standards and its key technology are introduced. Analyzing the new technology and the new concept in highly efficient video coding standard compared with the previous generation of video coding standard. Then we study the Sample Adaptive Offset filtering techniques through experiment in detail. After analyzing the connection between the coding unit’s size and the region’s complexity texture, a fast Sample Adaptive Offset algorithm is proposed based on the results of coding unit’s size. Through experiment simulation, the algorithm proposed in this paper improves the processing efficiency effectively compared with the normal SAO algorithm in HEVC, especially for the sequences which have a lot of homogeneous regions with small motion activities.
