Teaching resources are gathered in Colleges and universities to, compared with the general enterprise; information management requirements are more standard and collaborated. Using OA system in Colleges and universities could improve the comprehensive management level; it is also an integrated information system with the to s purpose of supporting decision-making. Nowadays, the network is more and more widely used and the information construction using in universities is significant improvement. According to the actual needs of my university, Baoji University of Arts and Sciences daily management, designing and developing of an OA system with our needs and its own characteristics, which could contribute to the smooth delivery of documents and information management of our college. It will save time, improve work efficiency, reduce error rate, make the management cost reduction. The application of this system can make the management work in this university to be standardized, institutionalized, scientific, so that the level of school management to be promoted to a new level.This thesis studies the OA system and its practical application in Chinese universities, analysis of our department response to the presence of more outstanding problems in the daily management work and the problems to be solved, after careful study, carried out the system design and development, realize the interactive function of remote data in the OA system, and supervision of the work flow, comprehensive automation function to achieve data sharing and automation management service and clerical work. So that it could meet the basic needs of high school.This system is designed and based on B/S mode structure, with Android mobile phone APP platform to solve the portal document permission access issues, and the use of SQL Server 2005 as the background data base, using JSP development technology to develop the system. After testing, the system can be effective operated, and it meet the various needs of daily management work in our college, it could improve the work efficiency, reduce the cost of management, and achieved the expected design requirements.
