Quality of Service (QoS) is a key indicator of the performance of Internet applications and services including VoIP service. Currently, most of the common VoIP QoS control strategies start with the protocol, such as taking RSVP, DiffServ and other strategies in routing network, which played certain roles. However, these strategy cannot avoid the negative impact of the local applications on the terminal bandwidth.In order to solve this problem, this paper proposes a new QoS model based on local bandwidth control. First, the core of the network structure of the Windows platform has been studied. And a global client bandwidth control has been achieved by using hooking mechanism. Then, with the packet analyzing in different layers of local global hooking, the paper divides the bandwidth scheduling unit and puts forward the corresponding bandwidth scheduling strategies and implementation methods. The experimental results show that the model can effectively improve the QoS of VoIP when local bandwidth resources are insufficient.Except for theory research, this paper also contributes on engineering practices, not only proposes the new QoS model, but also achieves a corresponding QoS framwork, which provides better quality for VoIP end-users and better convenience for the VoIP QoS developer.
