With the rapidly development of modern network technology and mobile communication devices, channels for information dissemination and access are increasingly rich and diverse, they provide a great convenience for people’s life, work and study. However, readily available information on the Internet also has many problems in varying quality, which contains a lot of false information, exaggerated information, outdate information. These Internet unconfirmed information by means of powerful ability of new media such as microblog, they may be quickly distorted and amplified, mislead the wider range of public, resulted in a very bad effect. Therefore, it is necessary to study on the propagation of Internet unconfirmed information, the main focus of Internet unconfirmed information and the motivation of dissemination, etc., then put forward targeted Internet unconfirmed information management strategies.Through a review of relevant literature, this study use the Internet unconfirmed information of Sina microblog which were in publicity stage as the study sample, based on cognitive dissonance theory, collective unconscious theory, communicative action theory and interactive ritual chain theory, and started from whistleblowers information, been whistleblowers information, visits of the error correction information, been reported microblog contents and other data, used mathematical statistics method, content analysis method to separately analyze the propagation of Internet unconfirmed information, the main focus of Internet unconfirmed information and the motivation of dissemination, etc.. This study considered Sina microblog unconfirmed information management as a multi-collaborative process, and used of awareness net modeling language to model this process, by means of this model to analyze the level of awareness of users, tried to find out the level of users’ awareness that can reduce or stop the spread of unconfirmed information. The main findings and conclusions of this study as follow. Firstly, the few whistleblowers reported most of unconfirmed information, high frequency whistleblowers are mainly composed by individual users, times of reported and numbers of unconfirmed information are weakly correlated. Secondly, vast majority been whistleblowers appeared only once, times of been reported and numbers of unconfirmed information are strongly correlated. Thirdly, social category, political category contained maximum amount of unconfirmed information. For most of the categories, the overall focus on unconfirmed information was consistent with the single focus. As the increase in the times of forwards, the correlation between the times of forwards and the numbers of unconfirmed information are weakened gradually. Finally, when the user reaches 2 or higher awareness level can reduce or even suppress the spread of unconfirmed information in the microblog, and raise users’awareness levels can increase the number of whistleblowers, narrow the range of unconfirmed information spread.The contributions of this paper are as follow. Firstly, this study separately analyzed the data of users who disseminated unconfirmed information and users who reported unconfirmed information, revealed the situation of unconfirmed information sources and users that took part in unconfirmed information governance. Secondly, we analyzed of the visits of the error correction information to understand the influence of error correction information. Thirdly, this study applied self-built classification system classified the unconfirmed information which has been determined in Sina microblog, study on the focus degree of each category unconfirmed information through the overall times of forwarded and the mean times of each piece of unconfirmed information, and analyzed motives of generation and dissemination of unconfirmed information which were concerned more, also discussed on distribution of the right to speak in the progress of unconfirmed information dissemination by studying on the relationship between the times of forwards and numbers of unconfirmed information. Fourthly, this paper considered management of microblog unconfirmed information as a collaborative process, used awareness net modeling language to model this collaborative process, analyzed and identified users’ awareness level, knowledge-sharing requirements, behaviors, and found the user’s awareness level which can prevent miscommunication of unconfirmed information caused by asymmetric information. Finally, author integrated with the above conclusions, presented some more comprehensive and targeted, with certain operational unconfirmed information governance recommendations.
