According to China Logistics Information Center’s first overall assessment ofrelevant data concerning China’s logistics, the total social logistics cost is2497.4billion yuan. The high cost of transporting mainly exerts huge pressure on small andmedium sized logistics enterprises. Many enterprises cost much in operation just forthe compensation of the high cost led by the idle load. Meanwhile, according to theyear book of China Road Traffic Statistics, there are8.1million vehicles operatingnow. If one vehicle could save one liter oil a day,2.35million tons of oil could besaved the whole year and correspondently, the oil cost could be saved with around13.8billion yuan.In accordance with the development demand of transporting enterprises inYunnan Province, this paper is to establish the regional no-load vehicle schedulingmanagement system based on GPS. Dynamic GPS positioning, GSM wirelesscommunication technology and other relative technologies are adopted to develop aInternet-based long-range control and dynamic monitoring system. In brief, thesuccessful application of this regional no-load vehicle scheduling management systemwill considerably reduce the idle load phenomena and improve vehicles’ operatinginterests. Furthermore, the competitiveness of passenger and goods transport isenhanced with evident social and economic benefits. Meanwhile, it provides platforminterface and information services for relevant departments like public security, trafficdepartment, construction department, safety supervision department and so on, and itis truly realizing the resources sharing.
