With the rapid development of China’s economy, the total quantities of import andexport goods increase dramatically. However, the majority of import and export goodsare transported by sea so that the coastal ports have been the important window of foreignexchange and economic developments. The number of the ship which berth in the largeports or sail offshore increases dramatically. All kinds of ship collisions and theincreasing incidence of maritime accidence result in huge economic losses and casualties.In port intelligent scheduling system that consists of ship, anchorage, waterway andberth, the first working is to schedule the ships in the anchorage and waterway quickly,orderly and reasonably, to arrange channel timely. Otherwise, it will bring aseries of traffic problems such as ships stranded and ships congestion. Thus, the efficientdynamic monitoring of ships in the anchorage and waterway is the premise to guaranteesafety of ship navigation and port security. In port intelligent scheduling system, theintelligent management of the ships in the port and waterway emphasizes on the study ofidentifying module. The main purpose is to monitor and control the ship sails andstrengthen the security of maritime navigation by providing the accurate and detailedsailing environment information for the operators.In port intelligent scheduling system, the RFID technology is used to realize thelocation identification of the ship. The RFID system is carried on the analysis of typeselection and the operational planning of the port scheduling system is designed by theunderstanding of harbour environment. According to the different circumstances of thewaterway and anchorage, the existing RFID anti-collision algorithm is studied to find theadaptive anti-collision algorithm of anchorage and the improved binary algorithm ofwaterway to identify and locate the ship label efficiently and rapidly. Based on this,thesystem can determinate ships whether enter into port or not, and select channel accuratelyand timely. Therefore, it can improve the port efficiency and strengthen the managementof port.
