In the field of video compression, processing and transmission, digital video quality assessment has a very important role. Subjective video quality assessment is the most common and most accurate video quality assessment method, but it is time-consuming, laborious, and has a high cost. In order to overcome the shortcoming of subjective assessment, people pay more attention to the research and use of objective method. But there is still a gap about the consistency between the subjective and the objective methods. In all kinds of objective method, full reference method accounts for large pro-portion. Some standards have recommended some available full reference video quality assessment system. In the ITU-T recommendation J.247, the Psytechnics method has a better performance and it included a variety of distortion indicators analysis. The study of this paper is based on the Psytechnics method.In order to increase the accuracy and decrease the algorithm complexity of the Psytechnics method, this paper made the following improvement:1. Added a motion detection module. The following perceptual features analyses are all processed in the motion area, reducing the computing time consuming.2. Improved the spatial complexity analysis module, considering the just noticeable difference model, increasing the accuracy of the module.3. Improved the blur analysis module, computing the proportion of the low frequency components in all frequency components as the blur indicator, decreasing the algorithm complexity.4. Added a blockiness analysis module, improving the adaptability of the method to assess the blockiness distortion.The experiment result shows that, compared with the Psytechnics method, the improved method has a better performance and higher consistency with the subjective results.
