With the rapid growth of China’s economy, more and more domestic and foreign capital injects in, the financial service industry also get an unprecedented development, and the state-owned banks, city banks, private banks are pooping up in China. The branch networks of the banking institutions spread all over the medium and small cities, the bank’s cash flow is growing exponentially, cash escorts and secure access is becoming the primary problem of the banks, so trucking companies emerge as the times require, but they are not yet form a complete system. The cash flow of the bank branch is finished mainly rely on trucking company’s path planning, the purpose of this paper is to provide decision support for in financial escort.There are three unique characteristics of financial escorting, compared to other vehicle routing problems. Firstly, it’s usually done in urban network during peak hours, thus travel speed are influenced largely by departure time and random fluctuation, while time windows of are very tight. Secondly, if route failure happened, no ordinary remedy strategies can work, because each goods is specific to one customer. Lastly, vehicle routing schedule needs stability over a long horizon. The paper treats this problem as STDVRP models. STDVRP model considered both time dependence and fluctuation of speed. With the time window, capacity constraint achieved, required minimum total cost. To solve the model above, the paper proposes improved genetic algorithm and tabu search algorithm, compared produce more suitable for solving the model. After that, the paper conducts a case study on real business of a financial escorting company, and the results of STDVRP model are analyzed effective. Finally, the escort scheduling management subsystem is designed. The results show that the paper adds value both in theoretical innovation and practical application.
