With the development of Internet of Things and Smarter Planet, perception is becomingincreasingly important.Under such background, the former Premier Wen Jiabao puts forward theconcept of Sensing China. In terms of information technology, how to efficiently utilize the masssensing information resources produced by perception has become a top priority in the developmentof IOT and Smarter Planet.Currently, the sensing information has not developed into an openconcept. Purchased by the company itself, the company naturally considers sensing informationgathered by the equipment as its private property. In fact, sensing information is collected fromthousands of households, it should be available for everybody.Each enterprise independentlydevelops its own application platform, thus unified standard hasn’t formed. As a matter of fact, thesharing of sensing information has become a serious problem.Such as transport information ofvehicle, ship, train, aircraft related to Smarter Traffic in Smarter Logistics, which is also the case ofthe emergency system in medical treatment.It’s a serious problem how to share mass sensinginformation, because of no open concept, and no unified standard.First of all, this article endeavors to explore the significance of sensing information’s openingconcept. Secondly, by abstracted and especifically classifying the mass sensory information throughthe methods of Systems Engineering.Thirdly, an open platform based on UDDI technology has beendeveloped, thus the sensing information and resources can be efficiently managed. Both theplatform and its service reflect openness. Any enterprise can directly get access to the serviceprovided by this platform, and sensing information and resources can be efficiently managed.
