With the deepening of the construction of Wisdom City, more and more terminals are equipped with IoT (Internet of Things) technologies, and the applications of IoT service are used more widely. As the key of accessing and controlling terminals in IoT system, M2M (Machine-to-Machine) technology will be faced with many problems, such as reliable access of massive terminals, keeping connections alive, mobility management, the encapsulation and open of abilities of applications and so on. To solve these problems, we need to study of international mainstream M2M service system thoroughly, analyze requirements of large scale concurrent messages and monitoring data processing of massive terminals access. Therefore, we can establish the control model of IoT terminals and design and implement the high performance M2M service capability server.This paper firstly based on the ETSI-M2M architecture describes the position, function and interactive objects of M2M service capability server. The paper also elaborates on the requirements from two respects: terminals access and application services. Afterwards, the pressure of high concurrency and mass data processing that the M2M service capability server will be faced with are analyzed in detail. At the same time, combining characteristics of transaction processing during terminals access and capability support, the paper puts forward a high performance architecture of M2M service capability server based on Pub/Sub model and the thread pool technology, and this paper establishes the rules of mapping between internal transaction messages and MQTT messages. After that, the paper focuses on designing the functions and interaction process of the access control module and message adaptation and distribution module, then completes realization of these functions. The function and stress tests show the system can fulfill the requirements. In the end, there are summaries and further work of the research.
