At present, China’s colleges and universities have become the forefront of innovation, the government and the schools strongly encourage students to develop innovation practice activities. These guide students to apply knowledge to extracurricular practice, in order to cultivate college students’independent thinking and problem-solving skills, then improve the quality of personnel training and employment rate. Students accumulated a lot of knowledge, experience and materials in the process of innovation and entrepreneurship programs. But the management of universities’innovation and entrepreneurship projects have some problems currently, like decentralized organization, low rates of resource utilization and hard to commercial promising projects. Therefore, there needs a resource sharing platform that will organize project resources normatively and build a resource repository system.The focus of this research is based on the characteristics of current college students’innovative and entrepreneurial projects’progress and management. This providing a resource sharing and rapid self-learning platform for college students to participate in innovative projects, what can achieve the sound management and effective reuse of innovation and entrepreneurship project resources, as well as provide a window to convert outstanding innovation projects to commercial use. In this paper, the research used B/S architecture based on the framework of SSH2, and analyzed the possibility of designing and implementing this system with characteristics of reliability, ease of use and scalability. And in order to solve problems of low utilization rate of resources and resource discovered difficultly while the system’s size increasing, this paper researched commonly used recommendation algorithms. In the end, a university students’innovative and entrepreneurial resource repository system that fit university students was built, what can help users to find some resources they interested quickly.Finally, author has tested the performances of overall performance of recommendation algorithm and the whole system, so that the function of the system is proved to achieve the desired results.
