Video streaming services are being extensively developed as mobile devices are becoming the primary tools for Internet access and communication. The users’ quality of experience (QoE) and satisfaction of the business is the most concern of the network operators and service providers. Thus, how to access and enhance users’ perception of the business effectively, become a concern of both network operators and academic researchers.To the problem of QoE assessment for progressive streaming media in wireless networks, the impact of the dynamics of the receiver playout buffer on the quality of experience of the streaming video over wireless networks is studied in this paper. The transient queue length of the receiver playout buffer is analyzed by using the diffusion approximation method, and the closed-form expressions of the user perceived video quality in terms of the buffering delay and the playback interruption are derived. The proposed analytical framework is validated by simulations.To the problem of optimizing the wireless resource allocation based on QoE constrains in wireless networks, three resource allocation schemes based on streaming media QoE assessment model are proposed, that is throughput maximization scheme based on minimum QoE constrains, proportional fairness scheme based on minimum QoE constrains and scheme based on maximum-minimum QoE constrains. These schemes aim to optimize the system throughput under the channel state information, the QoE constrains and the available power, and can be solved by the Lagrangian multiplier method. The simulation results show that these presented schemes can guarantee the users’ experience quality and have self-advantages in different aspects such as system throughput, resource efficiency and fluency of video playback.
