In recent years, Cloud Computing is gradually developing and becomes more and more mature. Its advantages such as providing flexible and dynamic IT infrastructure, providing computing environment of high quality attract a lot of people. The telecommunications industry is also involved in the study of Cloud Computing. Cloud Computing can help the telecom operators to improve resource utilization and brings opportunities to develop new business. Hence, Cloud Computing can bring a new peak for the telecommunications industry. The Telecom Cloud, which combined the Cloud Computing and traditional telecom network, has become the cutting-edge topic in today’s telecommunications industry research. However, there are still some problems in the use of Telecom Cloud such as the unified access and efficient management of telecommunication services, the security of telecommunication network and the protection of user privacy.In this paper, we will study the problems mentioned above and propose the concept of access platform of Telecom Cloud. The platform can help users to access existing multimedia services and web services in Telecom Cloud transparently, manage all business access efficiently and ensure the security of Telecom Cloud and the users’ privacy. Taking the performance of access platform into consideration, the platform can automatically scale up/down owing to the auto-scaling ability of Telecom Cloud.In this paper, we will introduce the Cloud Computing, Telecom Cloud, the research background and significance of Telecom Cloud access platform. Then, we will briefly introduce the related technologies, solve the key problems in the platform, and present the architecture and module division of this platform. Additionally, the design and implementation of key function modules will be elaborated. Finally, detailed test cases will be showed to verify the function and performance of the Telecom Cloud access platform. The conclusion will also be made about the all work.
