With the rapid development of wireless mobile communication technology, GSM network wireless data services has been extensive and sophisticated applied, and the3G services is gradually replacing the old2G network, and in the near future, in order to meet the growing demand for large-capacity high-speed transmission, with better performance quasi-4G technology LTE network will also flourish. Thus, the coexistence between the network and the standard for Multi-RAT (Multi-Radio Access Technology) network performance will become a hot research direction. Radio resource management techniques for the study of the performance of Multi-RAT system is the key.Radio resource management technology is a series of air interface resources operations, scheduling and control collectively. Because wireless communication system resources are not infinite, and the business needs of users is growing, requiring bandwidth limitations in the existing situation, not only to enhance the utilization of the system of spectrum resources, but also on the different needs of different users, to avoid network congestion and other conditions. It includes cell selection, cell reselection, handover, load balancing, scheduling and so on.GSM network came up twenty years ago and will gradually be replaced, and now in our country3G network is widely used, some of the4G network also began trial operation. The coexistence of different network will be inevitable trend of development, the study of performance between standard communication network is also necessary and urgent.This paper focuses on the multi-system network cell reselection technology and handover technology, the main contents are as follows:(1) Build a system simulation platform, the reality of the wireless communication network modeling and simulation, parameter configuration and channel universal agreement based on the current formula, and describes the overall operation of the process simulation platform and the main module processes.(2) In the multi-standard wireless communication network, because of the coexistence of multiple networks, allowing users to have more network equipment choices, it also brings more problems and enhance the computing complexity. In idle state district re-election is one of the points of this paper, by adding user preferences network standard this factor, achieve the purpose of reducing the number of unwanted cell reselection and reducing energy consumption.(3) When switching the target cell overload inevitably lead to access and switching case of failure. This paper proposes a new wireless resource management module, the target cell for handover and measuring the amount of alternative system load into consideration, the system switches to achieve the purpose of improving the success rate and throughput.
