Call center is a service-providing system combined with telecommunication and computer technology. Using the existing phone system, it provides modern service for enterprises and users. Call center can make enterprises dealing phone calls as many as possible in a short time. And users can get convenient service by calling the call center access code.Micro-blog is social networking space sharing real-time information. We can read and publish the interesting information. With the rapid development of network, companies come up with their own micro-blog, but mostly reading on the web or by the phone app. In this article, the author brings out the speech micro-blog which makes the relationship between users more strong.First of all, the paper introduces the history of call center and micro-blog, then the relevant technology and the background. Secondly, confirm the development requirement of system and give out the main function modules such as register, listening speech micro-blog and issuing speech micro-blog. And draw the data flow between the function modules. Thirdly, give out the detail design of the function modules include the data flow of IVR, the interface of sina and the deposal of data file. And then accomplish the code by SLPL.Finally, for the speech micro-blog, develop a set of modules test scheme to keep the system running stably.
