Over the past decade, owing to the rapid development of urbanization, theadministrative capacity and management levels of government are confronted with asevere test. As one of the most central and valuable basic information resources ofsociety, Demographic Information is an important basis for the development andimplementation of national policies, regulations and guidelines of economicconstruction. With the China’s population base continues to expand,and thedevelopment of economy and society, replacement of the second generation ID card,traditional population management information system has been unable to meet theneeds of the information age social development,it is urgently need to establish a fulland efficient of floating population management information systems.Floating population management information system is an effective means tomanage and monitor floating population information, and improve levels and efficiencyof floating population management by using of modern compute technology, internettechnology and database technology. In this paper, based on the characteristics of theXingping floating population management, using the object-oriented approach todevelop, and detailed describe the system requirements, analysis, design,implementation, and testing, as well as analysis and design process of floatingpopulation information database. Designed a more complete solution.In the requirements analysis and system analysis phase, research in the city’s publicsecurity organs, collect the functional index and performance index of the target systemshould reach, gives the system data flow diagram, and analyzes the system of businessprocesses and system use cases; based the results of the needs analysis, create system model, extract entity classes, boundary classes and control classes, and implement thesystem use cases.In the system design phase, the functional modules of the system has been divided,and gives a detailed database design. Designed two subsystems of floating populationinflow and outflow; each subsystem also includes management of entry/change, query,unit/community management, police management, statistical management, and systemmanagement modules.Eventually, actualize function modules by MyEclipse, Tomcat, and Oracle platform,perform various system tests, meet the functional requirements and performancerequirements of system users.Function modules of the system, which has been developed According to thisscheme, are independent and collaborative working of each other, it is in line withthinking of the "high cohesion, low coupling" of software engineering.
