With the fast development of computer vision and the boost of computationability of computer, video monitoring technology has got a significant development.The security requirement of social life is promoted. Emergency monitoring emergesin the monitoring domain. Emergencies cause serious damage to the country and thepeople’s life and property security, establish an emergency monitoring system oflong-acting, specific target tracking for a long time is one of the effective technicalmeans for emergency equipment.This paper first introduced the developing situation of the traditional videomonitoring system and the deficiencies. Then, it described the air imaging andprocessing technology, the existing air monitoring system is used in the comparisonand analysis. Lastly, it elaborated the key technology of aerial surveillance, includingvideo stabilization technology, moving object extraction technology and movingobject tracking technology.On the basis of the existing technology, this paper used featuring matchingmethod for aerial video matching; we used Gaussian mixture model successfully insegmenting moving vehicles; Vehicle tracking method based on hyper-graphmatching made full use of the binary and ternary relationship between vehiclessignificantly to improve the tracking accuracy.Finally the insufficient and possible further development of air monitoring systemis described. Also the summary of work and study in the master’s stage is presented.
