In a digital society personal data have already become part of the most importantcapital for enterprises to increase their competitiveness. With the increasingly obviousvalue of personal data, internet users are facing serious problems of privacy disclosure andabuse, which makes privacy security an essential factor hindering the rapid developmentof internet. The discussion about the present situation of personal data interaction on theinternet shows that internet users now have limited control on the storage, dispatch, andprocessing of their personal data. On the other hand, the multi-storage of personal datamakes privacy security become more serious since the control of personal data usagebelongs to different websites.In order to maximize the control of internet users on their privacy information andmeet the need of websites in using personal data, we propose the interaction model basedon Third-party Personal Data Service Platform (TPDSP) storing the personal data ofinternet users. The distributed personal data usage service based on Web Service savespersonal data from storing on multi-parties, which transfer the control of personal datausage to internet users. Thus the unified management of personal data through TPDSPbecomes available.Firstly, the basic framework of TPDSP was analyzed and built based on analysis ofthe demand of privacy preserving and personal data usage.Secondly, the personal data management and usage services were analyzed andimplemented. The personal data access control policy based on rules was built for personaldata management service and restrictions on the usage of personal data are added such asdata processing and application situation. The ability to record and retrieval the usagehistory of personal data was enabled meanwhile. The distributed personal data usageservice model was built based on Web Service framework. Basic statistical service andassociation rules mining service about the data stored in both TPDSP and website aregiven as examples. An association rules mining algorithm for this distributed situation isproposed, which has been proved to be effective with an algorithm experiment. Lastly, the simulation experiment about this platform and its major personal dataservices based on design and analysis above was constructed to verify and analyze theeffectiveness of TPDSP.
