Intelligent video surveillance has attracted increasing attention now, and has been widely used in national defense, military, traffic and public safety. In general, we cannot do something actively before accident happened, as the current security monitoring and management are based on a passive operation mode. Most monitoring systems require a large number of staff for real-time video monitoring. However, there were many deficiencies and problems in daily operations, and caused discussions and analysis for real-time intelligent video surveillance, which is concentrated on the field of computer vision, essentially.For security intelligent video surveillance in railway traffic, we studied the technology of moving target detection and tracking in intelligent video surveillance, and proposed to build the intelligent video monitoring system based on3D GIS to realize the combination of3D GIS and intelligent video surveillance.Firstly, we introduced the current development of intelligent video surveillance systems, and common methods of moving target detection, background modeling and moving target tracking, and compared the different methods.We designed a novel software platform with GIS and used the most advanced ARCGIS platform to achieve the three-dimensional geographic information system of three-tier structure. We first designed the relevant parameters and data, and then processed raw data from railway or station. We simulated part of the data, and the result shows that the system can achieve a three-dimensional visualization of surface features.According to railway practical requirements, we chosen the right equipment, and proposed a target detecting algorithm which is combine Gaussian mixture model algorithm and frame difference algorithm, and a target tracking algorithm based on adaptive mean shift, to design a relatively perfect intelligent video surveillance system, and then gave out the simulation result.Finally, we gave the overall architecture and design idea of the system, and certified its validity and correctness. When the monitoring system detects abnormal situation or accident, the GIS system will give corresponding warning or alarm. Our system can detect the accident location immediately, and the staff can see the corresponding region and its surrounding buildings intuitively. Compared with traditional monitoring systems, the system we proposed can provide accurate and intuitive auxiliary information for early warning analysis and quickly make decisions.
