The management information system has a history of30years and has been widely used and developed in the enterprise. The university management information system is developed with the management information system and the electronic government affairs and it comes to be mature. However in the current situation the universities and educational management departments have increasingly complex business processes and cooperative obstacle. Even in an area of relatively concentrated administrative departments, there are also information insurmountable divide, each branch of management mechanism and the school become a “information isolated island”. The manager and the decision maker cannot obtain the global, reliable data and the executor also cannot complete consistent, standardized management processes, so it results in the asymmetric information, education resources allocation injustice and serious management barrier. In the face of the existing education management problems,128colleges and universities combined with Henan Province educational office built the Henan province science and technology management in cloud services platform.The paper focuses on the study of independent access control system in the cloud platform. The following jobs are mainly completed:Firstly, Facing the autonomy of college management of natural and the Department of educational administration, cloud services platform encountered conflicts of roles and permissions management in the construction process. In order to solve this problem, we need to study and design an independent access control system.Secondly, analyses the limitations of the existing access control system in the cloud services platform, and designs the access control model of unified role, and describes the resources, users, roles, groups (unit) and realizes the independent access control system with authority distribution and synchronization. It ensures security isolation in university and provincial cloud platform and realizes the consistency and reliability in the business process management. The access control system with independent and standard interface has good applicability, and can be widely applied to multiple heterogeneous autonomous access control system management.
