With the development of wireless mobile communication technology, new wireless access technology emerge in an endless stream, they have different coverage area, different realization way and different control method. They are complementary and competitive so form the heterogeneous wireless network. The heterogeneous characteristics of various wireless network, presents a challenge for network reliability, stability and efficiency. In future heterogeneous networks, a variety of wireless access technology (Radio Access Technology, RAT) will coexist at the same time, they complement with each other, to meet users’ different business needs. An urgent problem need to be solved is how to optimize the resource.To meet the user’s access business needs and make the best use of the network resource at the same time. Traditional radio resource management strategies have not been able to meet the business needs of users in a heterogeneous network. Call admission control as the core technology of wireless network resource management, plays a vital role for the overall performance level of the system. How to utilize system resources effectively and ensure the business can access the most reasonable alternative networks, still needs to be improved.First, this paper describes some of traditional call admission control algorithms in heterogeneous wireless network and analysis the advantages and characteristics of these algorithms, while for its shortcomings with a brief statement. In this paper, in order to reduce network congestion average rate of heterogeneous wireless networks, reduce the gap between the network and blocking rate while achieving load balancing among the various networks, this paper introduced the genetic and chaos theory in call admission control strategy, a comprehensive consideration of the network access judgment factors resources, business type, user mobility and user preferences, to avoid the traditional algorithm considers the lack of judgment factors in admission control defect judgment, making access more accurate and reasonable judgment.This article research the using of genetic algorithm call admission control in heterogeneous wireless network. The admission control algorithm can consider a number of various factors, and it is low computational complexity, it is better able to reduce the system blocking rate while reducing the gap between the rate of network congestion. Through a deeper analysis of the article on the basis of genetic algorithms, the paper propose a chaos genetic algorithm. The algorithm of the system resource utilization, user mobility characteristics and user preferences into account, while genetic algorithm significantly improved, making the algorithm better, in order to achieve optimization of network resources, reduce system blocking rate and load balancing purposes.
