Prison is built to reform criminals as domestic security apparatus. From the pointof view of the actual situation in prison, monitoring method is the most important aspectamong prison programs. The effective realization of monitoring the information of theidentification, location and real-time action of the prisoners becomes an issue in actuallymonitoring.Digital image processing techniques and computer vision have been developingrapidly in recent years, and they are widely used in various important civilian andmilitary fields. For example the security monitoring in certain places, the dynamicsupervision during the Industrial processes, Robot Vision, etc. Detection and trackingfor the foreground moving target are the most important application in computer vision,which has great practical significance and actual value.In this paper, the investigation of different algorithm of target detection and targettracking has been performed. We selected background subtraction algorithm as thetarget detection method by analyzing the application range of each algorithm, and theMean Shift target tracking algorithm is used as an improvement of the target trackingalgorithm. Through the analysis and simulation of the video in multiple test scenarios,some important information about the characteristics of the moving target such as color,centroid, velocity and motion trail are acquired by computation. Based on the above, thetracking of multiple target fusion and separation has been realized, which effectivelysolve the problem caused by the occultation situation during the target tracking process.Through repeatedly simulation experiment, we have verified the engineering feasibilityof the algorithm.By introducing the formation of the intelligent prison management system in aprison, the generation process of intrusion events and the requirement analysis of thevisual analysis subsystem, we design and introduce numerous functional applicationsbased on target detection and tracking algorithm, such as perimeter guard, intrusiondetection, count detection, vehicle separation loss detection and so on. So as to achievethe informationization construction and intelligent management in the prison.
