With the spreading of construction smart city around the world, its advantages indifferent aspects are revealed clearly, including electronic navigation, E-commerce,E-government, urban construction, public transit, medical aid, emergency response, and otheraspects. As the base data of smart city,3D city model must be created and updated quicklyand correctly. Airborne LiDAR (Airborne Light Detection and Ranging) is a new technologywhich serves well for the3D city reconstruction. By this means, we can extract geometricreconstruction information quickly, accurately and with high precision. But for the acquiringof texture and other reconstruction information, we have to use other techniques. So makinguse of various latest techniques to make3D city model and ensure the accuracy withefficiency at the same time become the focus of research. Building on the premise, theresearch work is launching around3D city reconstruction based on LiDAR data andmultisource data.In this article, the assessment for different technical means and software platforms of3Dcity reconstruction is carried on, and the technology roadmap of multilevel modeling is putforward after that. The work then focus on the two sets of LiDAR data. At first step, theLiDAR data is combined with DEM to carry on geometric reconstruction; the terrainextraction algorithms based on spatial information, the building extraction algorithms basedon spatial information, and the filtering algorithm based on attribute information arediscussed during the reconstruction process. At second step, the directional andnon-directional texture reconstruction plans are both discussed. The non-directional texturereconstruction plan is adopted then in this work. At last, the two sets of LiDAR data are bothused in the integration solution to make3D city models and comparative analysis. After allthese works, the multilevel modeling is refined into multilevel reconstruction scheme.Experimental results on two typical data sets indicate that the Airborne LiDAR data is asatisfactory data source for3D city modeling; and with the help of multisource data, themodeling will present higher efficiency and correctness. Multilevel modeling is now aneffective way to balance the needs both in accuracy and efficiency. With the development of science and technology, the multilevel mode will be improved and face an extensiveapplication prospect.
