Study On Scientific Budget Appropriation In Universities Owned By The Municipal Government Of Beijing

With development of higher education, constant improvement of scientific research level becomes an important support for institutions of higher learning to improve comprehensive strength and deeply dig developing potentials. So, local governments at all levels pay increasing attention to scientific research of local institutions of higher learning and their input of expenditures for scientific research is also constantly increased.The research focused on scientific research budget and appropriation and applied related theories of performance appropriation to analyze fund projects and appropriation methods for improving scientific research level involved in budget and appropriation of institutions of higher learning subordinate to Beijing. Moreover, the research pointed out: current budget and appropriation system of institutions of higher learning subordinate to Beijing does not clearly set funds for improving general scientific research ability and input for scientific research is usually appropriated in the form of project application. Because of too high rate of project funds and too many restrictions on use of fees, and no consideration of appropriation method as an important factor to influence scientific research of institutions of higher learning,scientific research appropriation is still lack of effective economic incentive effects in general.Targeted at above problems, the research applied literature research method and comparative analysis method, and referred to appropriation of Britain for scientific research of higher education, stressing the points for government to strengthen macro control and guidance for scientific research of institutions of higher learning,appropriately increase financial input for scientific research of institutions of higher learning, adjust the rate of original special appropriation of scientific research category and building a more reasonable and stable budget and appropriation mechanism of scientific research fees. The research also proposed requirements of reforming current appropriation methods, importing concept of performance and strengthening responsibility awareness and initiative of institutions of higher learning to improve scientific research level.Based on them, the research worked out suggestions for optimizing financialappropriation of higher education on the basis of increasing total input of Beijing government for institutions of higher learning subordinate to Beijing. It is suggested to re-adjust rate of current basic appropriation and project appropriation, make clear expenditures of general appropriation used for improving scientific research level,divide it into general budget and appropriation of scientific research used for development of basic scientific research according to rules of scientific research activities, and appropriation via import of performance and marketized competition mechanism used to improve scientific research level, all of which are conducive for institutions of higher learning to relate amount of scientific research budget and appropriation with their scientific research development and improve their scientific research level on the basis of respecting rules of scientific research. Moreover, its innovative points are: proposing structural framework of scientific research budget and appropriation for institutions of higher learning subordinate to Beijing, and appropriation methods, which will offer theoretical guidance and reference for financial appropriation of higher education of institutions of higher learning subordinate to Beijing.
