language course is the nature of the unity of instrumentality and humanity, so that language learning can not only meet the communicative needs of daily life, can be beneficial to people’s health,improve the quality of life, spiritual life, but also give people basic literacy, contributed to man’s spiritual development, so as to achieve self-actualization needs, it is also the highest level. Language literacy is the basis for students to learn other subjects and also is the basis for students ’ all-round development and lifelong development. Language learning depends on a certain amount of learning environment, refers to language learning environment in addition to studying subjects other than all the conditions that support learning, including combination of hardware facilities and learning resources, relationships and dynamics, it is learner-centered, can support independent research,collaborative learning, and other types of learning. Language learning environment is itself tacit learning in a language classroom, are intangible resources. Create a favorable environment for language learning, help students improve their language learning abilities, language literacy, and ultimately growth and comprehensive development of personality. Author through on Yi Shan middle school students and parents in Shaanxi Province Fu Ping County for interview and the sampling questionnaire found: language learning outside environment exists many problem, with economic construction development, school around appeared of these not conducive to students language learning of phenomenon, restricted with students language knowledge of consolidation and language capacity of improve; and due to family members by accept of education uneven, in must degree with family of expand, students language learning of space is limited, it is not conducive to their language interest of expand and extends. Trying to practice the language in the process of deepening reform of the new curriculum, these issues should not be overlooked. So this research will to take Yi Shan middle school in Shaanxi Province Fu Ping County for cases, take field interview, and caseinterview and the sampling questionnaire survey of way, understand students of language learning situation, and family situation and around social environment status, discussion on why to construct,and how to construct, and construct what language learning outside environment. It makes outside language education and school language education combined up, full to development, use outside learning resources, and create more conducive to high school students language learning of outside environment.
