Dispatching is refers to the sending unit according to the project unit or labour market need to recruit laborers and to conclude a labor contract, according to the labor dispatch agreement concluded with the unit to send workers to project unit labor, labor process by management of the unit that use worker. Workers’ salary and social insurance premium and so on a treatment is provided by employers to dispatch, and then pay for the worker dispatch by sending unit, and for the workers to handle the social insurance registration and pay cost and so on a transaction, the accepting units to dispatch services pay the service fee. At present, the researches about labor dispatching in China except with or without a battle over the remaining waste, mainly focus on how the government department of labor dispatch legal regulation, basic government regulation from the perspective of legal research. However, institution is engaged in public commonweal career or provide direct consulting services for party and government organs, units, supported by the national finance is a product of China under the planned economy system, is a with Chinese characteristics of government agencies, therefore in the foreign literature basic no engineering services group in the institution of research and study. So little to institutions in the foreign literature in the engineering services group of research and study., therefore, the relevant expositions of dispatching rarely, including research institution in labor dispatching employment way of legal risk and avoid risk countermeasure research papers are few. Due to the particularity of institutions with staffing, many institutions are facing at present personnel system reform, for the organization of personnel to adopt labor dispatching mode to carry forward the good method of workers is an increase, has urgent practical significance. But, this kind of method in a positive impact at the same time also can bring some problems, such as unit in personnel management, compensation management, contract management agreement business training, union management there are inconsistencies with formal employees. Therefore, the unit should seriously study the dispatch of personnel management, to avoid legal risks, to maintain the stability of the daily work of the unit.Thesis in G a institution as an example, from the management system of the legal risks and enterprise project management two aspects carries on the analysis of legal risk, explore the use of labor dispatching units to bring the legal risks, and develop appropriate institution to avoid risk in the face of the legal risk countermeasure, finally inductive thinking that institution in labor dispatching employment sustainability of ideas and Suggestions. From the perspective of long-term employment, how to do the research on institution of labor dispatching personnel resources rational allocation and utilization, and actively guide and standardize the management, to maintain harmony and stability of the whole work, orderly development is of great significance.
