Teachers’ teaching ability is the main part of the teachers’ ability structure, and it is the most basic and the core of teachers’ professional ability, so teaching ability is the key to influence the high and low teaching quality. Modern education teaching idea and the new English curriculum reform for English teachers’ teaching ability in primary school put forward higher request, therefore, English teachers in the primary school must improve their professional accomplishment, especially the teaching ability, so as to improve the teaching quality of education, to promote the improvement of students’ overall quality, to adapt to the demands of curriculum reform in the new period.To know the current problems existing in English teachers’ teaching ability in rural primary school and its influencing factors, the author uses the questionnaire survey of three primary schools from the N county in Bijie city, and 80 English teachers in primary school were investigated. The investigational results show that the English teachers’ teaching ability in rural primary school is not good. The statements are as follows: the lack of teachers’ teaching design ability, teaching implementation ability overall level being not high, poor teaching ability, teaching research ability being weak, the lack of teaching reflection and the lack of self assessment.Owing to the above problems, the first is due to teachers’ professional development level which lags behind; the second is about lacking teachers’ professional teaching ability training; the third is that group teaching research atmosphere is not strong; the four is the lack of improving teachers’ teaching ability promotion incentives; the fifth is the lack of perfect evaluation and teachers self-evaluation combining the evaluation system.To solve the above problems, the following measures must be taken: the first is to promote English teachers’ professional quality promotion in rural primary school; the second is to strengthen the training of teachers’ teaching ability; the third creates a strong teaching and research atmosphere, to improve the teaching research consciousness and research ability; the fourth sets up to promote the incentive mechanism of teachers’ teaching ability; the fifth is to build a scientific and reasonable teachers’ evaluation system, combining school evaluation and teacher self-evaluation. Only in these ways can school effectively improve the English teachers’ teaching ability in rural primary school, thus improving the quality of teaching.
