Study On Accounting Problems Of Colleges And Universities In China

The Ministry of Finance jointly with the Ministry of Education timely launched the new accounting system of colleges and universities in December 2013. The new accounting system fully standardized confirmation, measurement, record and report of the economic operation of the colleges and universities, has a great positive influence on the basis of accounting recognition, accounting subjects, financial report system, and put forward higher requirements on the accounting work of colleges and universities.Though the new accounting system of colleges and universities already implemented for more than 2 years, accounting work in colleges and universities still exist many problems, such as the using range of different basis of accounting recognition is not clear, account does not match, financial reporting information is not enough, education cost accounting is not standardized, and so on. Not only reduces the quality of accounting information, but also seriously affect the validity of the decision made by stakeholders. Therefore, how to improve the accounting and the quality of financial accounting information of colleges and universities is a major problem to the current college accounting theory and practice field in China.Using the comparative research method and normative research method mainly, this paper makes an overall and in-depth study on the accounting system, accounting theory and accounting problems of colleges and universities. Firstly, this paper analyzes the relevant theories on the accounting system and accounting theory of colleges and universities, in order to lay a solid theoretical foundation for analyzing the accounting problems existed in colleges and universities and putting forward the corresponding countermeasures. Secondly, deeply discusses the accounting problems exist under the new accounting system of colleges and universities from four aspects: the basis of accounting recognition, accounting subjects, financial report system and educational cost accounting. And these problems become the foothold of this study. Finally, some advices and countermeasures have been put forward to complete accounting treatment of colleges and universities in China from two aspects which are the construction of accounting system and the specification of practice.This paper argues that the solution to the accounting problems of colleges and universities should begin from two aspects: On the one hand, further perfect the accounting system of colleges and universities based on the new accounting system, clear the using scope of accrual basis and achieve accrual system reform as soon as possible, improve both income and expenditure accounting subjects to enhance their matching degree, increase cash flow statement and standardize the system of educational cost accounting etc., on the other hand, starting from the accounting practice of colleges and universities, through a variety of methods to improve the validity and reliability of college accounting work, further standardize the accounting work and financial accounting information disclosure, strive to improve the quality of accounting information of colleges and universities.
