Comparative Study Between Effect Of Universities Directly Under The Ministry Of Education Website Information Disclosure And Policy Expectations

September 2010, "Colleges Information Disclosure Measures"(hereinafter referred to as the "Rules"). This is the first law about Colleges Information Disclosure since “The government information disclosure regulations”, which marked that university information disclosure was included in the system of the standardized legal and further into line with international. "Rules" defined the information which should be voluntarily disclosed by all kinds of the universities, and required all colleges and universities to define the content and scope of information that should be voluntarily disclosed outside information demanding by “Rules”. In addition, “Rules” also have defined the public ways and safeguards. Therefore, June 2014, the Ministry of Education developed "Universities information disclosure matters List"(hereinafter referred to as "The list"), further refined the public content and scope, and requested information disclosure to be true, in time, to build a unified open platform, to complete annual report and to strengthen public supervision and inspection. In view of this, my research is studying the practical effect of the current university information disclosure, clearing the gap with policy, and to provide a reference for the implementation of university information disclosure work which in order to achieve a good implementation of the results.According to the last two years of the third-party university information disclosure reports we know that in the implementation process, the universities appears some problems, such as uneven level on the information disclosure and lack of information quality standards and other issues. In this paper based on "Rules", "List" and other relevant policies and regulations comb the University Information Disclosures lists and constructed a set of system of university information disclosure which contains 11 level indicators, 29 secondary indicators, 65 third indicators. Based on 75 university portals directly belonging to the Ministry of Education, the paper has the data source to do empirical investigation. From the investigation can find that the content of University web information disclosure is continued to improve, some areas of University web information disclosure in poor condition, the degree of University web information disclosure subject to geographical influence, University web Information Disclosure site style regional convergence, University web Information Disclosure show a serious phenomenon with stagnation and perfunctory, University web Information Disclosure tend to displays and so on. Through comparative analyzing of the current situation and the policy regulations and standards, summed up the similarities and differences between the two aspects, based on that analyze the reasons for the difference and for the reasons I have put forward the suggestions to improve University web Information Disclosure. Finally, I summed up the lack of this study.This paper follows the logic of empirical research, with 75 colleges and universities directly under the Ministry of Education Portal Information Disclosure column for the data carrier, using content analysis to quantify the column content through which to collect first-hand data. Then using descriptive statistical analysis with data found problems.Through the research I find that the actual effect of university information disclosure does not meet the minimum requirements of the policy specified.
