The Study Of Aid Effectiveness In Rwanda

In 1994, the Rwandan civil war turned into genocide and shocked the world, which made Rwanda facing severe humanitarian crisis and the plight of post-war reconstruction. Rwanda started it’s journey to reconstruct country with the help of international aid, and made a series of remarkable achievements. From 1994 to 1999, the international community had been committed to help Rwanda to get rid of the humanitarian crisis, recovery and reconstruction.2000 years later, with the change of international aid issues and the improve of the domestic situation of Rwanda, the international aid is turning to poverty reduction and development. As for the results, Rwanda completed the post-war reconstruction, and made significant achievements in the poverty reduction. Among numerous recipient countries, especially African recipient countries that went through chaos caused by war, the aid effectiveness of Rwanda is most distinctive. Why appear this special phenomenon, for the international community that increasingly focused on aid effectiveness, it is obviously a problem worthy to be discussed. The author hopes to solve this puzzle to provide experience for improving aid effectiveness.This article attempts to analyses this problem from aid system level to unit level. After the genocide, profound changes have taken place in the international aid system. First, with the Non-DAC donors rising, the structure and traditional pattern of the international aid system has changed; Second, the issue of the international aid system changed. The issue of aid effectiveness is becoming more and more attention by the international community. Third,the international aid system begins to pay attention to the sustainability of aid,emphasize the predictability of aid. As recipient country. Rwanda has its own characteristics on the utilization and management of aid. Rwanda makes a clear development strategy, which makes aid can be concentrated on government’s prior development fields; establishes high effective aid management system, reasonably manage the aid; keeps highly autonomous right, being active on the aid utilization; meanwhile, always develops dialogue and cooperation with international aid issues; at last, emphasize empowerment, guide citizens actively taking part in poverty reduction and business development. Setting Rwanda as an example, we should carefully treat the aid. For improving aid effectiveness, we should combine international cooperation with self-directed development. This deserves other countries to learn.
