An Analysis Of Business Elite And The Development Of Rural Society Under The Background Of "Capital Inflow In Village"

Since the third plenary session, as the state encourage and guide the industrial and the commercial capital to serve the agricultural economy,agricultural enterprises which combines capital and land lead to economic development and social change in rural society. During the process of "capital inflow in village",a new type of rural elite which called corporate elite come into being in rural society because of the rapid development of agricultural enterprises.As the operator,corporate elite exerted a significant impact on rural society by well-functioning the agricultural enterprises.The inborn character of "promotion" and "predatory" enable the corporate elite to do both positive and negative effect on rural society.The character of profit-driven and the dependence of land and labor make the government and farmer to be two kind of important stakeholder of enterprises development.How to guide the "promotion" and restrain the "predatory",give full play to elaborate corporate elite’s active function? What kind of relationship between enterprises and government should be?The establishment of effective relationship between the three has great significance for corporate elite to play a positive role in rural society.The character of profit-driven requires enterprises to take positive attitude to cooperate with the government in the national institutional framework.Base on trust,a mutually beneficial relations of cooperation is established between them.The government develop a trust relationship with enterprises by the rural society logic of "one of us " and the external capital advantage,then the government exercise "the authority of selective distribution" over the enterprises to support their development.In order to get the resource and the policy support,the enterprises foster a good external imagery which are capable,capable,substantial,accountable,potential,as well as to preserve the cooperation relationship.During this process,the government-owned resources and policies guide the "promotion" of enterprises.The dependence of resource and labor require the enterprises to establish a better interact relationship with peasant household in rural society.Base on the emotional trust of "different relationship pattern" and the cognitive trust of mutual association,the peasant household cooperate with the enterprises.The cooperation between them create a good interests space for enterprises.The process of the industrialization development of agriculture is also a process of interests integration.In this process,the enterprises and peasant household establish a real interest community which means risk sharing and profit sharing by the interests binding mechanism.The development logic of rural society also guide the "promotion" side of the enterprises.As the important new type of rural elite in the process of "capital inflow in village",essentially the corporate elite is the positive product of government and the rural society.In order to achieve the effective management of rural capital,the government seek for rural capital,as well as the local community to achieve social development by means of external forces.The active impact these corporate elites played in promoting rural society development is also the process of constructing the new relationship between and among government,enterprise,peasant household.This kind of new relationship has an important positive significance in the development of rural society.
