With development and popularization of the internet, the world has become a public information platform. Before the fourth media -the internet, the transformation of newspapers, radio, television and other traditional medias have not yet ended, Web2.0 has sparked a new media revolution with appearance of blog, microblogging and other communication carriers. Everyone can become a reporter or media as possible, and what be called a "We Media" era came into being. Typical representatives of "We Media" are instant messaging, blog, microblogging, SNS social network, BBS forum and so on.Currently most of the college students are"95", compared with the older generation, they have wider areas and broader insights, they no longer like the conformist disseminated contents, and appreciate new things with personalized color. "We Media" is to meet their tastes, so it quickly gains popularity among college students, and be warmly welcomed and sought after by college students. However, under such a "We Media" environment, information varies greatly and there are a lot of false negative information which have a negative impact on the real-life of college students, causing a range of issues, for example, college students’ value orientation disorders, personality alienation, anomie behavior and so on.On the basis of reviewing the domestic and international network moral anomie and its governance, this paper defines the concept of "We Media" and network moral anomie and analyzes the characteristics of "We Media" and the significant impact it brings on moral construction of college students. Through the interviews with some of the students and large amounts of data analysis, it summaries main present forms of college students’ network moral anomie at age of "We Media":College students’ value orientation disorders; college students’ political leanings twists; college students’ network behavior anomie; college students’ personality psychology college students’ network behavior anomie; college students’ personality psychology changes. Furthermore,from the three point of technology, psychology and society,it analyzes possible reasons for college students’ network moral anomie at age of "We Media", bases on modern behavioral theory, Freud’s theory of the structure of personality, network ethic theory, builds the governance principles of college students’ network moral anomie at age of "We Media",proposes the management strategies of college students’ network moral anomie, including the basic responsibility of governance that colleges and universities must be responsible for, the government giving full play to the guiding role of governance, multi-linkage to build network management system, college students taking the initiative to undertake self-responsibility of governance, thus forming a kind of governance that can be effectively corrected college students’ network moral anomie at age of "We Media".
