Education is the cornerstone of national rejuvenation, the driving force of social development, and is an important way of the reserve of talents. Arts education as an important part of the education is not only an important part of quality education, as well as an important means of implementing quality-oriented education. Developing art education in rural areas, is helpful to improve the art education in rural schools,to raise the level of education in rural areas,and to promote the equalization of basic public services in education, to narrow the gap between urban and rural.But in practical work, art education is faced with many problems. Policy support is not in place (policy implementation is not in time, financial support is insufficient, and supervision is not enough).Schools’ do not put sufficient attention on art education (management is poor, the setting of courses is unreasonable, and the education equipment is lacking). Teachers are shortage (existing teachers are lacking, promotion train is inaccessible, reserves and introduction talents is difficult). Social awareness is also lacking (both the significance of art education and the meaning of implementing competence education are not aware). All of the above brings out different degree of obstacles to the development of art education. Sichuan province there is more affecting work of art education, due to its special geographical and cultural factors, which caused the differences of population distribution and formed the differentiation of resources, and cultural diversity lead to conflicts and contradictions.Based on the theories of educational public welfare and the equalization of basic public service, by using the method of reviewing literatures, comparative analysis, questionnaire survey and data analysis, this thesis analyzed the problem and its causes of art education of Sichuan province and carried out some feasible methods which can contribute to the development of art education by taking the excellent experience of other countries into account, The first one is implementation policy support, by strengthening the organization management of art education, the assessment of teaching quality, the supervision and the feedback work. The second one is to increase financial input, which can improve the facilities equipment of art education and provide material conditions to talent introduction. The third one is to improve the quality of teachers. The accessible ways are upgrade train and perfecting the policies of introduction and keep talent. The last one is to improve the quality of education. To achieve this purpose, we need to set the courses more reasonably and control the education quality more seriously.
