Emergency rescue preplan is aiming at the existence of a series of hazards and potential hazards specially formulated an emergency rescue plan, for the enterprises and institutions, make any contingency plan is whether it can work safety in production at present our country is the important guarantee of and components for the enterprises and institutions of the emergency rescue preplan camera has issued relevant laws and regulations.In this paper, through a variety of research methods for the emergency rescue plans for the swimming venue made survey in Beijing, mainly through the questionnaire survey method and the method of analytic hierarchy process (ahp) two kinds of the former is mainly on the current situation of emergency rescue plans for the swimming places of Beijing, through the form of a questionnaire survey to find out the present stage of the existence of emergency rescue preplan deficiency. The results of the study are as follows:1. Through the literature data and the related laws and regulations to understand enterprises plan, include file elements by two primary factors,18 secondary elements and 28 level 3 elements. Emergency plan system according to its structure can be divided into the internal structure and external structure. The flow chart of the structure of the enterprises and institutions of the emergency plan, etc.2. By the methods of questionnaire survey, the swimming venue in Beijing have the current situation of emergency rescue preplan level, understanding the present situation, the emergency plan management status, system status.3. According to the enterprises and institutions of the emergency plan, the relevant provisions of the swimming places in Beijing’s plan of the establishment, the practice of the plan, plan evaluation and revision of the plan to make a survey.4.
