Online courses has changed and produced a huge impact on the mode of traditional classroom teaching, and redefine the roles of teachers and students. Teachers in local colleges are the main user of online courses, their uses to online courses will directly affect the value that existence in universities of online courses. Therefore, it is necessary to investigate and analyze the usage to online courses of teachers in local colleges, identify the factors that influence the use of online courses for teachers, and corresponding countermeasures and suggestions for the problems based on the usage and factors.This paper based on the constructivist learning theory and E-learning, discusses the similarities and differences between online courses and traditional classroom teaching courses for college teachers to solve the problem of online courses using the theoretical foundation. Taking part of teachers in two local colleges of Chongqing as the research object, and investigated the usage and factors to online courses of teachers in local colleges with questionnaires. Go through the survey data collation and analysis, the research can conclude that the most of teachers of local colleges are rarely used online courses, fewer teachers developed curriculum. Usually, online courses initiated by teachers independent instead of university organizations. College teachers often choose theory-based courses for online courses, and use in conjunction with traditional classroom teaching. In addition, there are about 20% of college teachers never used online courses. At the same time, teachers, courses, technology, students and other factors are all affect the usage of teachers to online courses at different levels. Thus, the overall situation in development of online courses at local colleges is not optimistic.In order to enhance the utilization and the effective use of online courses to local college teachers, the research put forward countermeasures and suggestions like colleges introduction of new technologies and strengthen the construction of online courses, transforming teaching attitude and improve teachers’ information literacy,student-oriented design course content and teaching methods, strengthen the teaching monitoring and improve evaluation mechanisms of learning.
