Secondary vocational education is an important part of high school education in our country, Take on the important task of training high quality workers, and it is a strong support to the economic and social development of our country. Our country attaches major concern on secondary vocational education as well, it has referred in the Outline of The National Medium and Long Term Educational Reform and Development(2010-2020) that "Vigorously develop vocational education ", " Put the secondary vocational education as the major point of accelerating the development of Vocational Education " " Focus on improving quality " "Establish and improve the quality assurance system of Vocational education". The decision of the State Council on accelerating the development of modern vocational education released in 2014 also proposed to "improve the quality of personnel training, enhance the security level of development". Chong Qing has organized a group of measures to promote the development of secondary vocational education in Chong Qing. But as the western inland areas, the vocational education development is not enough and perfect in Chong Qing, they haven’t been able to establish an external quality assurance system, so it seems very meaningful to build up the secondary vocational education external quality assurance system in Chong Qing.According to the requirement of the public welfare of the vocational education and the construction of the external quality assurance system, this paper combs out the basic theory of the construction of the external quality assurance system of the vocational education.
