Education is the foundation of one country, and the key of education depends on teachers. Education has always been the hope of national development, so training of teachers’ professional quality will play an important role in the development of education in our country. Since modern times, our country has a variety of training methods and preferential policies for teacher education, the establishment of a sound system of teacher training, and the promulgation of relevant laws and regulations have significant meaning for the cultivation of the students in normal universities. After 2007, our country has made a bold attempt to practice a free policy of normal school students, which has aroused great repercussion in the education circle. It means this policy has finally returned in 30 years. Based on the condition of our country, what can we do to promote the substantial development of the policy, how to make the students totally understand it, and fulfill their obligation after graduation, which is the important issue for our educator. This paper is not only on the conclusions of previous studies and validation, but also the existing problems in application in recent years. This article is divided into four parts:The first part discusses the background and research status of the policy of free education for normal university students, and also discusses the great significance of the policy research on the implementation of the policy in the future, which are discussed in light of previous researches and the free education’s implementation status.The second part is mainly about the history of the policy of free normal education development in our country, summarizes the policy from late Qing dynasty to the early tears of the new nation. The author features different free normal education policy in different periods, those different policies show distinct characters of their epochs, and the inadequacies of these policies too. And analyze the background of the free education policy which promulgated in 2007, and the comparison of the policy system in each period.The third part mainly studies the various problems in the process of policy implementation in recent years. The problems existing in the free normal education policy are mostly analyzed. The author analyze firstly policy’s problems, secondly lack of supporting policies in the implementation process, thirdly the limitations of local government in the implementation process, and lastly problems aroused in the performance of obligations because of the transformation of ideological consciousness after completing their studies.The forth part summarizes problems of free normal education, and then in light of china actual situation, this thesis proposes a practicable strategy, including advocacy efforts, follow up, and make sure that students will fulfill their obligation, to realize the significance of the policy of free normal education.
